The group is spearheaded by [[Jordan Mahkent|Jordan Mahkent/Icicle]] and contains a diverse roster of individuals. They don't work together all of the time and frequently split away from each other to pursue their own ambitions. While Jordan was absent from [[Blue Valley]], he left [[William Zarick]] in charge. Since returning to Blue Valley, Jordan has assumed control over the group once again.

The exact timeline of the group's formation remains shrouded in mystery. What is known is that in the early 1990s, following a string of defeats and setbacks at the hands of the [[Justice Society of America]], team leader [[Jordan Mahkent|Icicle]] made a series of overtures to a number of fellow supervillains. He proposed that they form a team of their own to more effectively fight back against the JSA and enable them to inflict far greater damage than they were as solo operators. Though most turned him down out of derision, disinterest, spite, or arrogance, seven supervillains agreed to join forces. Thereafter, they became known as, the Injustice Society of America.

Now with a team behind him containing the ideal blend of superpowers, magic powers, and fighting skills, Icicle and his comrades instigated a highly successful campaign of terror, destruction, and chaos spanning the entire country. Predictably, the [[Justice Society of America|JSA]] responded to their attacks each time but each confrontation ultimately ended in a stalemate as neither team ever committed their total strength, and the balance of power between those who were present was too evenly matched.

After ten years of near-constant battle with the JSA, Icicle's patience finally reached a breaking point and he resolved to annihilate the entire Justice Society in one fell swoop. So it was that one dark night, ten years ago, in a mansion estate, that a ferocious and bloody battle that literally tore the estate apart and sent shockwaves across the entire state. Surrounded and outmaneuvered, one by one, the remaining JSA members fell to the ISA. Only [[Sylvester Pemberton|Starman]], [[Rex Tyler|Hourman]], and [[Pat Dugan|Stripesy]] remained alive while the ISA roster remained at full strength. Just as [[Charles McNider|Dr. Mid-Nite]] was killed and [[Rex Tyler|Hourman]] rendered unconscious, Starman's sidekick [[Pat Dugan|Stripsey]] burst in, responding to an SOS from Starman. Though Starman managed to beat off three ISA members single-handedly, Icicle stepped in and fatally wounded the hero with an ice-spike. This forced a gravely wounded Starman and frantic Stripesy to retreat. They managed to outrun [[Solomon Grundy]] in the process as the triumphant ISA looked on.

The battle ended with a complete victory for the Injustice Society and the near-complete destruction of the Justice Society, leaving nothing standing in the way of the ISA and its horrific mission.

With the JSA destroyed, the ISA stood at the peak of its power and effectiveness. Some like Sportsmaster and Tigress wanted to return to their traditional methods of operation but Icicle, convinced that they could do better, decided against it. At some point, Icicle left to travel the world for unknown reasons, leaving the ISA under the command of William Zarick/The Wizard with Brainwave as his second-in-command. The ISA was subsequently recorded by Hourman, who had survived the massacre, to have secretly moved around the country for almost ten years without a hint of any activity until finally settling permanently in [[Blue Valley]] and seemingly integrating themselves into the community.

At the onset of the series, the ISA members have been living in Blue Valley, Nebraska for a number of years without a recordable incident. [[William Zarick|The Wizard]] was elected councilman at Blue Valley, [[Henry King Sr.|Brainwave]] became a neurosurgeon at the local hospital, [[Larry Crock|Sportsmaster]] opened a gym, [[Steve Sharpe|The Gambler]] set himself up as the CFO of [[The American Dream]] corporation, and [[Paula Brooks|Tigress]] became a P.E teacher at [[Blue Valley High School|Blue Valley High]]. All the while, the group remained committed to a mysterious grand plan called "Project: New America" that involves [[The American Dream]] corporation.
